It depends. If the person yo are playing online with is near your country then it will be at normal speed but if he is far away then it will be a bit slow. It also depends on your Internet connection and how fast it is. That was for brawl. Now about mario kart when i play online it is always at normal speed and never slow but the other players are cheating most of the time and i always come at last place :(

Basically, there would be latency between what you see on screen to what they see on screen. This is because of distance. The speed that information is sent becomes longer and longer to receive the farther and farther away a player is from the other. This is known as latency, or most commonly referred to as lag. So, if you do a speedtest on your suggested server from speedtest.net and then do a speedtest to a server that's in another country, you will notice that there is more latency.
Even if you have the most super awesome connection ever, the connection also depends on the others who are connected to the host.
